La Banque Van Loo, a small family-owned bank, specialised in providing finance to the Brussels livestock market. The bank was declared bankrupt after the managing partner of the bank had file a brankruptcy petition in January 1978. This petition triggered an investigation by the banking commission, which revealed that the bank's accounts had been totally falsified. In a desire not to upset the smooth functioning of the livestock markets and in view of the lack of information about the true state of affairs of the bank, the Commission decided not to require immediate suspension of the bank's activities.
However, with effect from 19 January 1978, the Commission, in collaboration with the Institute, set in motion a rescue operation digned to ensure the bank's customers and employees against the consequences of its being declared bankrupt. The Rediscount and Guarantee Institute reimbursed the bank's depositors who were presumed to have acted in good faith and who could show proper title. However, there was a reimbursement ceiling per person and all interest related to 1977 was excluded, since the rates offered by the bank were deemed excessive. The Institute paid out some 400 mn francs of which it expected to recover almost nothing.
