Topic: Guido Torrez

Rijkswachtkolonel Guido Torrez was van bij de oprichting in 1972 vijf jaar aan een stuk lid van het Speciaal Interventie Eskadron en werkte daar nadien op de generale staf van de Rijkswacht nog nauw mee samen. Op 27 september 1985 was hij samen met zijn gezin aanwezig in het Delhaize-warenhuis van Overijse toen de Bende van Nijvel er een bloedbad aanrichtte. Torrez was ook goed bevriend met George Marnette van de Gerechtelijke Politie.

Over de feiten in Overijse heeft Torrez wel degelijk een getuigenis afgelegd:

Tenslotte is het goed - gelet op het tegengestelde gerucht dat regelmatig de ronde doet - om hier te vermelden dat de officier van de rijkswacht G. Torrez, die ook aan het winkelen was in de Delhaize te Overijse toen die op 27 september 1985 werd overvallen, wel is verhoord over zijn herinneringen aan deze aanslag. Op 28 september 1985 legde hij tegenover een lid van de BOB te Leuven een verklaring hieromtrent af.

Daarnaast is er ook nog een link tussen Guido Torrez en de affaire-Juan Borges:

De commissie-Verwilghen kon destijds weinig 'protectie' aantonen, maar één dossiertje kreeg ze destijds wel rond: het verhaal over hoe de rijkswacht in Schaarbeek in 1986 op het punt stond de her en der in de wereld gezochte Juan Borges te arresteren, maar een verbod kreeg opgelegd door de Brusselse rijkswachtcommandant Guido Torrez.

Met het schaamrood op de lippen moest hij in de commissie toegeven dat hij dat verbod had uitgevaardigd na een telefoontje van het kabinet van defensieminister François-Xavier de Donnea. Inmiddels is Torrez er achter dat het telefoontje kwam van... Michel Nihoul. Borges verliet even later België. Zijn naam prijkt wereldwijd op de verlanglijstjes van antimaffiarechters.

Guido Torrez werd als getuige opgeroepen tijdens het proces Dutroux:

De vroegere rijkswachtcommandant Guido Torrez kwam vertellen hoe hij in 1986 een telefoontje kreeg van “iemand van het kabinet van minister de Donnea” (toen minister van Defensie en voogdijminister van de rijkswacht) om onregelmatigheden te melden bij de rijkswacht van Schaarbeek. Naderhand bleek dat Nihoul diegene was die gebeld had. De beschuldigde probeerde zo een onderzoek stil te leggen naar een ongedekte cheque van ene Borges.

Nihoul zou nadien nogmaals geprobeerd hebben om tussen te komen voor deze man, die advocaat-generaal Godbille even later op de getuigenstoel zei dat hij zich bezighield met de “bazar van de criminaliteit”. “Geen high tech-criminaliteit, maar talrijke affaires van allerlei slag”.

Welke graad had rijkswachter Guido Torrez eind september ´85? Was hij toen al kolonel, of bekwam hij die graad pas (veel) later?

Guido Torrez was zeker nog geen kolonel toen hij op 27 september 1985 aanwezig was in Delhaize van Overijse. Ik denk dat hij majoor was, maar dat ben ik niet zeker.

Head of the Neufchateau district of the gendarmerie. On October 6, 1986, Torrez personally called the gendarmerie in Schaarbeek to tell a gendarme officer to leave his suspect, a Portuguese named Juan Borges, alone. The officer in question wanted to arrest Borges for having written a bad check of about $35,000. In the military-structured gendarmerie it is highly unusual for senior officers to directly contact field investigators.

On October 8, Torrez explained to the gendarme officer that he had ordered Borges to left alone after he had received a phone call from the office of the secretary of defense. The gendarme officer apparently didn't agree as he was soon fired. The truth came out three years later when the company of Annie Bouty, Cadreco, went bankrupt and all the company's financial records were sieged. It turned out that Bouty's friend Michel Nihoul had been the one who personally called up and convinced Col. Torrez to leave Borges alone. Borges was a business partner of Nihoul in the underworld, and was involved in the illegal trade of gold, drugs, fake dollars, art and apparently also humans.

He had high level connections to the Italian mafia and fascist members of the Jonathan Club like Frederic Godfroi (inspector of the BOB in Brussels who became a gang leader; friend of Jean Bultot and acquainted with Nihoul). In 1985-1986, Borges owned the firm Candy Medical, which was a front for illegal weapons trafficking. This firm was located in a building owned by the Security Bureau of the European Union/Commission, headed by fascist Pierre Eveillard, whose brother was a police commissioner who protected the Dolo. Brigitte Jenart, Borges' girlfriend since 1983 who only found out about the criminal circuit he was involved with after a while, claimed that it took only one call from Bouty at the time for the gendarmerie to leave Borges alone. Jenart also claimed that Bouty once in a while had it checked if Borges had not appeared on an internal watchlist of the gendarmerie.

Jenart committed suicide in April 1998. The year before Col. Torrez had been heared about this affair by Comite P. and ultimately the conclusion of the Verwilghen Commission became that Torrez, as newly-appointed local Gendarme chief at the time, had just been naive when he believed that the person on the other side of the line represented the office of the secretary of defense. Responsible for appointing commandant Jean-Luc Duterme head of the Dutroux investigation on December 1, 1996. Within a month, Duterme had begun to torpedo the X investigations. Torrez also is a good friend of Georges Marnette, a controversial police commissioner who played a key role in covering up the Dutroux-Nihoul investigation (while at the same time accused of being one of the rapists in the network). Both Marnette and Torrez are fans of the soccer club Anderlecht and often go to matches together.

Blijkbaar zou Torrez ook een connectie hebben met de rijkswachters die in Luxemburg een reeks aanslagen hebben gepleegd. De meeste journalisten in Luxemburg zijn het erover eens dat de reden voor de aanslagen van de “bommeleeër” het verhogen van het budget van de Luxemburgse rijkswacht was. Dezelfde reden als in België.
